ORDER:
   
 The Right of Children to Free and Compulsory Education Act, 2009 was 
enacted by the Parliament in 2009 to provide for free and compulsory education 
to all children of the age of 6-14 years. The Act was published in the Gazette of 
India on 27
th
 August 2009.  Subsequently, the said Act was republished by the 
Government of Tamil Nadu in the  Tamil Nadu Government Gazette on 24
th
February 2010.  The said Act came into force with effect from 1
st
 April 2010. 
 2. As per sub-section (1) of section 23 of the Right of Children to Free 
and Compulsory Education Act, 2009 (RTE) the National Council for Teacher 
Education (NCTE) has been appointed  as the Academic Authority by 
Government of India.  The said Academic Authority has indicated to all the States 
that the teachers to be recruited in future for the elementary segment should 
have passed the  "Teacher Eligibility Test"(TET) to be conducted by the 
appropriate Government in accordance  with the guidelines framed by the 
National Council for Teacher Education for the purpose. 
  3. The said section clearly specifies that teachers who at the 
commencement of this Act, do not possess minimum qualifications as prescribed 
by the Academic Authority  authorized by the Central Government shall acquire - 2 -
such minimum qualifications within a period of 5 years.  Hence, the "Teacher 
Eligibility Test (TET)" would have to be conducted for recruiting teachers for the 
primary and upper primary classes.  The  teachers working in unaided private 
schools are required to pass Teacher Eligibility Test within 5 years.  In the State 
of Tamil Nadu, Secondary Grade Teachers (those teaching classes I to V) are 
required to have minimum qualifications of D.T.Ed. and Graduate Assistants (BT 
Assistant) (those teaching classes VI to VIII) are required to have minimum 
qualification of B.Ed.  They should also pass Teacher Eligibility Test forthwith.   
4. However, with the passing of the RTE Act, it is now mandatory for all 
the State Governments to recruit Secondary Grade and BT teachers only by 
conducting a Teacher Eligibility Test. 
 5. In the G.O.1

 read above, orders have been issued as directed by 
the Hon’ble Supreme Court of India on 20.8.2008 in SLP (c) No.18227 – 
18228/2008 that the State Government should followed the Statewide seniority in 
employment registration while appointing Secondary Grade Teachers by calling 
for the list of eligible persons from all the District Employment Exchanges and by 
newspaper Public Advertisements throughout the State.  The Supreme Court has 
further directed that the aforesaid arrangement will apply for any recruitment to 
be made pending disposal of these appeals. 
 6. In the Government letter 2

 read above, the Government changed the 
recruitment policy in 2006-07 for recruiting Graduate Assistants, from written 
examination to  Statewide registration seniority  in Employment Exchange. 
7. The Government carefully examined on the lines of the orders of 
Supreme Court of India in SLP(c) No.18227- 18228 dated 20.8.2008 and 
National Council for Teacher Education guidelines and issue the following orders 
in respect of change of policy for    recruitment of Secondary Grade and B.T 
Teachers. 
i. In respect of Secondary Grade Teachers, the statewide seniority in 
Employment Exchange Registration  will continue to be followed till 
the disposal of the SLP filed in the Supreme Court of India. 
ii. In respect of Graduate Assistants (B.T.Teachers recruited by TRB 
for the Classes VI to X) in all middle schools, High/Higher Secondary 
Schools, selection through written examinations ("Teacher Eligibility 
Test” ) in accordance with the guidelines framed by National Council 
for Teacher Education and certificate verification, will be followed. 
iii  The Teachers Recruitment Board  is designate as the Nodal Agency 
for conducting of Teacher Eligibility Test and recruitment of 
Teachers. - 3 -
8. Guidelines for conducting Teacher Eligibility Test is enclosed in the 
Annexure  to the Government Order.

Guidelines for conducting Teacher Eligibility Test (TET) 
Background and Rationale: 
.  
The implementation of the Right of Children to Free and Compulsory Education 
(RTE) Act, 2009 requires the recruitment of a large  number of teachers across 
the country in a time bound manner. Inspite  of the enormity of the task, it is 
desirable to ensure that quality requirement for recruitment of teachers are not 
diluted at any cost. It is therefore necessary to ensure that persons recruited as 
teachers possess the essential aptitude and ability to meet the challenges of 
teaching at the primary and upper primary level. 
2.  In accordance with the provisions of sub-section (1) of section 23 of the 
Right of Children to Free and Compulsory Education (RTE) Act, 2009, the 
National Council for Teacher Education  (NCTE) has laid down the minimum 
qualifications for a person to be eligible for appointment as a teacher in class I to 
VIII, vide its Notification dated August 23,  2010. A copy of the Notification is 
attached at Annexure 1. One of the essential qualifications for a person to be 
eligible for appointment as a teacher in any of the schools referred to in clause 
(n) of section 2 of the RTE Act is that he/she should pass the Teacher Eligibility 
Test (TET) which will be conducted by the appropriate Government. 
3.  The rationale for including the  TET as a minimum qualification for a 
person to be eligible for appointment as a teacher is as under: 
i. It would bring national standards and benchmark of teacher quality in the 
recruitment process; 
ii. It would induce teacher education institutions and students from these 
institutions to further improve their performance standards; 
iii. It would send a positive signal to all stakeholders that the Government 
lays special emphasis on teacher quality 
4. The TET examination  may be conducted by a  suitable professional 
body designated by the appropriate Government for the purpose. It will 
be conducted in accordance with the Guidelines hereunder.  
Eligibility 
5.    The following persons shall be eligible for appearing in the TET: - 5 -
i. A person who has acquired the academic and professional qualifications 
specified in the NCTE Notification dated 23rd August 2010. 
ii. A person who is pursuing any  of the teacher education courses 
(recognized by the NCTE or the RCI, as the case may be) specified in the NCTE 
Notification dated 23rd August 2010. 
iii. The eligibility condition for appearing in TET may be relaxed in respect 
of a 3 State/UT which  has been granted relaxation  under sub-section (2) of 
section 23 of the RTE Act. The relaxation will be specified in the Notification 
issued by the Central Government under that sub-section.  
Structure and Content of TET 
6.   The structure and content of the TET is given in the following 
paragraphs. All questions will be Multiple Choice Questions (MCQs), each 
carrying one mark, with four alternatives out of which one answer will be correct. 
There will be no negative marking. The examining body should strictly adhere to 
the structure and content of the TET specified below. 
7.   There will be two papers of the TET. Paper I will be for a person who 
intends to be a teacher for classes I to V. Paper II will be for a person who 
intends to be a teacher for classes VI to VIII. A person who intends to be a 
teacher either for classes I to V or for classes VI to VIII will have to appear in 
both papers (Paper I and Paper II).  
Paper I (for classes I to V); No. of MCQs – 150; 
Duration of examination: one-and-a-half hours 
Structure and Content (All Compulsory) 
(i) Child Development and Pedagogy    30 MCQs  30 Marks 
(ii) Language I       30  “  30   “ 
(iii) Language II       30  “  30   “ 
(iv) Mathematics       30  “  30   “ 
(v) Environmental Studies      30  “  30   “ 
Nature and standard of questions
While designing and preparing the questions for Paper I, the examining body 
shall take the following factors into consideration: 
•  The test items on Child Development and Pedagogy will focus on 
educational psychology of teaching and learning relevant to the age group of 6-
11 years. They will focus on understanding the characteristics and needs of 
diverse learners, interaction with learners and the attributes and qualities of a 
good facilitator of learning. - 6 -
• The Test items for Language I will focus on the proficiencies related to 
the medium of instruction, (as chosen from list of prescribed language options in 
the application form). 
• The Language II will be from among the  prescribed options other than 
Language I. A candidate may choose any  one language from the available 
language options and will be required to specify the same in the application form. 
The test items in Language II will also  focus on the elements of language, 
communication and comprehension abilities. 
• The test items in Mathematics and Environmental Studies will focus on 
the concepts, problem solving abilities and pedagogical understanding of the 
subjects. In all these subject areas, the test items shall be evenly distributed over 
different divisions of the syllabus of that subject prescribed for classes I–V by the 
appropriate Government. 
• The questions in the tests for Paper I will be based on the topics of the 
prescribed syllabus of the State for classes I–V, but their difficulty standard, as 
well as linkages, could be upto the secondary stage. 
Paper II (for classes VI to VIII); No. of MCQs – 150; 
Duration of examination : one-and-a-half hours 
Structure and Content 
(i) Child Development & Pedagogy (compulsory)        30 MCQs 30 Marks

(iv) (a) For Mathematics and Science teacher : Mathematics and Science – 60  
MCQsof 1 mark each 
       (b) For Social studies teacher : Social Studies - 60 MCQs of 1 mark each 
       (c) for any other teacher – either 4(a) or 4(b) 
While designing and preparing the questions for Paper II, the examining body 
shall take the following factors into consideration: 
• The test items on Child Development and Pedagogy will focus on educational 
psychology of teaching and learning, relevant to the age group 11-14 years. They 
will focus on understanding the characteristics, needs and psychology of diverse 
learners, interaction with learners and the attributes and qualities of a good facilitator 
of learning. 
• The test items for Language I will focus on the proficiency related to the medium of 
instruction, as chosen from list of prescribed options in the application form. 
• The Language II will be a language other than Language I. The person may choose 
any one language from among the available options and as in the specified list in the 
application form and attempt questions in the one indicated by the candidate in the 
application form by him. The Test items in Language II will also focus on the 
elements of language, communication and comprehension abilities. - 7 -
• The test items in Mathematics and Science, and Social Studies will focus on the 
concepts, problem solving abilities and pedagogical understanding  of these 
subjects. The test items of Mathematics and Science will be of  30 marks each. The 
test items shall be evenly distributed over different divisions of the syllabus of that 
subject as prescribed for classes VI-VIII by the appropriate government.  
• The questions in the tests for Paper II will be based on the topics of the  prescribed 
syllabus of the State for classes VI-VIII but their difficulty standard as well as 
linkages could be upto the senior secondary stage.  
8.   The question paper shall be bilingual – (i) in language(s) as decided 
by the appropriate Government; and (ii) English language. 
Qualifying marks 
9.  A person who scores 60% or more in the TET exam will be considered 
as TET pass. School managements (Government, local bodies, government 
aided and unaided) 
(a)  may consider giving concessions to persons belonging to SC/ST, 
OBC, differently abled persons, etc., in accordance with their extant 
reservation policy; 
(b)  should give weightage to the TET scores in the recruitment 
process; however, qualifying the  TET would not confer a right on 
any person for recruitment/employment as it is only one of the 
eligibility criteria for appointment. 
Applicability 
           10 
(a)  TET conducted by the Central Government shall apply to all 
schools referred to in sub-clause (i) of clause (a) of section 2 of the 
RTE Act. 
(b)  TET conducted by a State Government/UT with legislature shall 
apply to :  
(i)  a school of the State Government/UT with legislature and 
local authority referred to in sub-clause (i) of clause (n) of 
section 2 of the RTE Act; and 
(ii)  a school referred to in sub-clause (ii) of clause (n) of section 
2 of the RTE Act in that State/UT. 
A school at (i) and (ii) may also consider eligibility of a candidate who has 
obtained TET Certificate awarded by another State/UT with legislature. In case a - 8 -
State Government/UT with legislature decides not to conduct a TET, a school at 
(i) and (ii) in that State/UT would consider the TET conducted by the Central 
Government. 
(c)  A school referred to in sub-clause (iv) of clause (n) of section 2 of 
the RTE Act may exercise the option of considering either the TET 
conducted by the Central Government or the TET conducted by the 
State Government/UT with legislature. 
Frequency of conduct of TET and validity period of TET certificate 
11.   The appropriate Government should conduct a TET at least once 
every year. The Validity Period of TET qualifying certificate for appointment will 
be decided by the appropriate Government subject to a maximum of seven years 
for all categories. But there will be no restriction on  the number of attempts a 
person can take for acquiring a TET Certificate. A person who has qualified TET 
may also appear again for improving his/her score. 
Procedure for conduct of the Test 
12.  The examining body shall formulate a detailed procedure and lay 
down instructions for conduct of the TET. Candidates should be informed that a 
very serious view will be taken of any malpractice or impersonation. 
Legal Disputes 
13.  All legal disputes with regard to conduct of TET shall be subject to 
the jurisdiction of the appropriate Government. 
Award of TET Certificate 
14.  The appropriate Government conducting the Test shall award a 
TET Certificate to all successful candidates. The certificate should contain the 
name and address of the candidate, date of birth, Registration No. year/month of 
award of Certificate, marks obtained in each Paper, class level of its validity 
(Class I to V, class VI to  VIII or both), and, in case of classes VI to VIII, the 
subject area (Science and Mathematics, Social Studies, etc.). The certificate may 
be electronically generated with adequate  security features. Appropriate may 
consider utilizing the services of specialized agencies for issuing de-materialized 
(demat) TET certificates as a security feature to avoid any kind of malpractice. 
Monitoring 
15.  Following measures would be taken for monitoring the quality and 
administration of the TET: - 9 -
(a) The appropriate Government shall appoint a Nodal Officer for the 
purpose of TET. 
(b)  The NCTE would organize meetings of the Nodal Officers at least 
once every year. 
(c)  Every appropriate Government will forward a report of each TET to 
the NCTE in a format to be prescribed by the NCTE. 
(d)  The NCTE shall maintain data base and be the repository of 
experts and resources, including the technological tools for conduct 
of the TET, and shall share it with the appropriate Government.

 ஆசிரியர் கூட்டணியின் நாகை வட்டாரப் பொதுக் குழுக் கூட்டம் அண்மையில் நடைபெற்றது. வட்டாரத் தலைவர் ந. தட்சிணாமூர்த்தி தலைமை வகித்தார்.
 மாநிலத் துணைத் தலைவர் இரா. முத்துகிருஷ்ணன், நாகை மாவட்டச் செயலர் மு. லட்சுமிநாராயணன் ஆகியோர் முன்னிலை வகித்தனர். வட்டாரச் செயலர் கி. பாலசண்முகம் வரவு செலவு அறிக்கையைப் படித்தார்.
 கீச்சாங்குப்பம் ஊராட்சி ஒன்றிய நடுநிலைப்பள்ளி ஆசிரியர் மு. பாலசுப்பிரமணியனின் வீட்டை அத்துமீறிய அபகரிப்பிலிருந்து மீட்டு வழங்கிய மாவட்டக் காவல் கண்காணிப்பாளர் கு. ராமர், நில அபகரிப்புப் பிரிவு காவல் ஆய்வாளர் எம். குமாரராஜா ஆகியோருக்குப் பாராட்டு தெரிவிப்பது.
 இலவசப் பாடப் புத்தகங்களைப் பள்ளிகளுக்கு எடுத்துச் செல்வதற்காக மாவட்டத் தொடக்கக் கல்வி அலுவலகத்திலிருந்து வழங்கப்பட்ட நிதியைக் காலம் தாழ்த்தாமல் உடனடியாக பள்ளிகளுக்குப் பகிர்ந்தளிக்க வேண்டும்.
 ஆசிரியர்கள் நீண்ட விடுப்பில் செல்லும் பள்ளிகளுக்கு, அதே சரகத்துக்குள்பட்ட பகுதிகளில் உள்ள பள்ளிகளில் உபரி எண்ணிக்கையில் உள்ள ஆசிரியர்களை மாற்றுப் பணிக்குப் பயன்படுத்த வேண்டும். நாகப்பட்டினம் சரகப் பள்ளிகளிலிருந்து மாறுதல் பெற்றுச் சென்றுள்ள ஆசிரியர்களுக்கு உடனடியாக எல்.பி.சி வழங்கக் கோருவது என்பன உள்ளிட்ட தீர்மானங்கள் நிறைவேற்றப்பட்டன. வட்டாரத் தலைவர் மு. தனுசுமணி நன்றி கூறினார்.

objection and condemn for nakkeran article

Respected Editor,
In your issue of September 21-23, in Page 19, in the article "
nallasiriyar viruthu venduma ?", You have published a false remark
about our all India Primary School Teachers federation General
Secretary Thiru.S.Eswaran. Our association is the only teachers
organisation in Tamilnadu without any Political backing. We do not
support any political parties. We have fought against all Governments
irrespective of political parties for the the welfare of teachers.
Your reporter has charged illegally against us without exploring the
truth.As a leading investigating journal you have to keep up the
decorum and should not be biased.
In the history of our organisation, we have never supported or
longed for "nallasiriyar viruthu" for our association members. In the
DMK regime, the DMK supported Teachers' organisation ( Tamilnadu
Thodakapalli Asiriyar Mandram) members only got the "nallasiriyar
virudhu". Your reporter Sekuvera must apologise in your next issue.
Most of our teachers are the regular readers of your magazine and
admirers of Nakeeran Gopal. In the last month article about samacheer
kalvi you had praised our koottani but in this issue your views are
against us. This will hurt the hearts of more than 75000 members of
Tamilnadu Thodakapalli Asiriyar koottani.

  DEPARTMENTAL EXAMINATIONS – DECEMBER- 2011
NOTIFICATION
Applications are invited from candidates for admission to the Departmental Examinations to be
held in December 2011 THROUGH “ONLINE” ONLY (Application Forms will not be supplied by the
Commission).
       Note:-  (i) Words of masculine  gender in this  notification should where the context  so requires, be taken to include feminine. 
      (ii) The Departmental Examinations (except General Educational Test of the S.S.L.C. Standard) are open to all persons whether in Government Service or not on payment of the prescribed fees.   Persons in Government Service who are eligible under the existing rules to apply without paying the examination fee, should also pay the fee with the application and may claim reimbursement of the fee from their offices.
     (iii)  The candidates who apply  for any  of the Departmental Examinations should have completed the age of 16 years on the date of this Notification viz.     1.9.2011. 
  1. Candidates should make use of the facility of applying ‘Online’ through the Commissions ‘Website www.tnpsc.gov.in’  with cost of Registration Fee Rs.30/- and Examination Fee Rs.50/- for each test.  
              (a)  Candidates should make sure that  he has acquired the Postal Receipts obtained from anyone of the post offices listed in Annexure-II to the Commission’s Notification for the requisite number of tests that he is applying for, before registering Online. “CANDIDATES SHOULD NOTE THAT APPLICATION FEE OF Rs.30/- ALSO WILL HAVE TO BE INCLUDED TO THE TOTAL AMOUNT OF EXAMINATION FEE PRESCRIBED FOR THE TESTS APPLIED FOR AND SHOULD BE PAID THROUGH POSTAL RECEIPT ONLY EXCEPT THE CANDIDATES OPTING AS NEW DELHI CENTRE’’.
                  (b) The Examination fee, the Test Code details, names of the post offices are available on the Commission’s Website at ’ www.tnpsc.gov.in.
            (c) The Candidates should register their particulars through online till 5.45 p.m. on  30.09.2011.  n the printout generated from the website they should sign both in the Application and Identification Certificate and should send their signed application along with the enclosures (including Postal Receipts) so as to reach the commission’s office till  5.45 p.m.on   04-10-2011.
              (d) The Postal Receipts obtained for the payment of cost of Application / Examination Fee (excluding postal service charge Rs.12/-) should be pasted in the space provided in the application.
 2.  Date of  Notification –             1.9.2011.

Note:-  
      (i)  The candidates should write the examination only at the Head quarters of the District in which they are working (office) unless or otherwise they are specifically permitted by the Tamil Nadu Public Service Commission to write the Examination in any other Centre.  This condition will not apply to the unemployed candidates and candidates employed in private concerns.
     (ii) Change of Centre:
       a) The candidate will appear for the examination at the centre where he is employed. Only in exceptional circumstances, [i.e., transfer, training, deputations] candidates will be allowed change of centre, provided requests for such changes are received in the Commission’s Office on or before 31-10-2011.  Such requisition for the change of centre will have to be routed through the Head of Office or a certificate to that effect obtained from the competent authority should be attached.  Applications for change of centre received in the Commission’s Office after the date referred to above or not sent through the Head of Office or sent without proper certificate, will not be considered.
       b) A Candidate changing his place of examination without the permission of the Tamil Nadu Public Service Commission shall have his examination annulled.
The Forenoon session will commence from 9.00 a.m. and the afternoon session will commence from 2-30 p.m.
6. Fee:-  The fee payable for each of the tests included in the Departmental Examinations are given in the Annexure-I
Note:-    (i)(a) The examination fee should be paid by  Postal Receipt only.
                  (b) Postal Receipt   :-  The Fee should be paid only through any one of the Post Offices listed in the
Annexure-II to the notification and the Postal Receipt obtained for the payment of fee shoud be
pasted  in the space provided in the application.(Not applicable to New Delhi candidates).                     
The Candidates should check up the correctness of the particulars in the postal receipts enclosed
with their applications.   If they fail to send the Postal Receipts towards Fees or if the Postal
Receipts sent by them are found defective or invalid, their applications will be rejected.  The Postal
Receipts should have been obtained on or after the date on which the advertisement notifying the
Departmental Examination December – 2011 is published in the dailies.  
                  (c) As regards New Delhi candidates the examination fee should be paid only by crossed “Account  
Payee” Demand Draft obtained from any of the Scheduled / Nationalised Bank payable to the
Secretary, Tamil Nadu Public Service Commission, Chennai – 600 006 at Chennai Only.
7.    Copies of Photographs:- The candidates must affix  two identical copies of his recent passport size photographs along with the applications.  These two photographs should be duly signed by the candidate.  One copy should be pasted on the top of the application form in the space provided for the purpose and other copy should be pasted on the identification certificate.  (The Identification Certificate should be filled in and signed by the candidate.)  In the case of the persons who are in the Government Service or who are in the employment under Quasi Government Organisations / Undertakings / Boards / Corporations / Municipal Offices / Local bodies, their photographs should be attested by the Head of the Office duly affixing  the stamp showing the name and designation of the attesting authority.  In the case of those who are not in any of the services referred to above, the photographs should be attested by an officer coming under Group–A or B.  If the candidate himself belongs to Group ‘A or B’, he may attest his own photograph affixing the stamp showing his designation. Failure to comply with this instruction will entail summarily rejection of the application.
3 Note:-   (i) The photographs should have been taken not earlier than a month from the date of application.
              
   (ii) The following photographs will not be accepted and the application of the candidates producing  
                     Such Photographs will be summarily rejected --
  (a)  Mutilated Photographs.
   (b)  Photographs already used in connection with another application.
  (c)  Copies of photographs taken on different occasions.
  (d)  Copies of photographs taken from Block of Photographs or printed materials.
  (e)  Photostat/Xerox copies of Photographs.
  (f)   Stamp size photographs
     8.  The syllabus, the maximum number of marks, the minimum number of marks required for a pass and the duration of the test are published in Part II--Section 2 (Supplement) of the Tamil Nadu Government Gazette, dated 18thDecember 1991 and dated 28th May 1997 and also in the Tamil Nadu Public Service Commission Bulletins, dated 16thJuly 1992, 16th November 1997 and dated Ist February 2002.  The Hindu Religious and Charitable Endowments Administration Department Test will be conducted as per the orders issued by the Government in G.O.Ms. No.243,T.D. Culture & R.E. Department, dated 27th July 2000.
   9.  Candidates are allowed the option to answer  the paper in all the tests either in English or in Tamil or partly in English and partly in Tamil, except the test on translation and the language test which have to be answered only in the language chosen by them in their applications.
                                                                             
 10.  The application forms supplied earlier by the Commission or handwritten or typed or roneoed or in the Xerox forms will not be accepted and they will be rejected even if the cost of application is enclosed along with application forms.  The candidates should ensure that the name  of the tests and name of the centre with code numbers are correctly mentioned in the application form and signed at required place in the application.  The names of the tests, code numbers and the fees payable are given in the Annexure-I.  The names of the centres and code numbers are given in paragraph 4 above.
Note: --    (1)  No notice will be taken on the request of the candidates to write other tests in lieu of or in addition to those entered in his application.  The answer book of a candidate who answers a paper or a test other than the one chosen by him in his application or admitted by the Commission will be invalidated.
(2)  Applications which are defective in any form will be summarily rejected.
(3) Applications which are not signed will be rejected.
(4) Candidates are at liberty to apply for as many tests as the time table allows.  If a candidate applies for two or more tests which are held at one and the same time, he will be permitted to write only one of the tests which may be decided by him, eventhough Memorandum of admission has been sent to him for all the tests for which he had applied.
(5) If for any reason, the Commission is not satisfied as to the trustworthiness of a candidate’s result, the candidate will be required to undergo examination in one or more of the subjects of the examinations for which he appeared and his success or failure will be determined on the result of such re-examination.
    11.  A candidate submitting an application to the Departmental Examinations will abide by all the rules in force.
    12. (a)  Blind candidate/Orthopaedically Handicapped candidate who is unable to use his hands to write the examination is allowed the assistance of a scribe subject to the following conditions:-
(i)  Blind candidate should produce a Medical Certificate from a Government Medical Officer to the effect that he is totally blind and that he is not in a position to write the examination on his own.
 The Orthopaedically Handicapped candidate should produce a Medical Certificate from a Government Medical Officer specifying the nature of physical defect which he is suffering from and that he is not in a position to write the examination on his own.
(ii)  Blind candidate/Orthopaedically Handicapped candidate should indicate in bold letters on the top of the application as “BLIND CANDIDATE/ORTHOPAEDICALLY HANDICAPPED candidate”.
(iii)   Blind candidate/Orthopaedically Handicapped candidate will be seated in a separate room under  the direct supervision of the Chief Invigilator.  They  will be allowed an hour extra time for writing the examination.  The answers dictated by the candidate will be tape recorded.
(iv)   The Commission will arrange for the scribes  and the scribes will be paid remuneration by the
Commission.
(v)   At the closure of the examination, the scribe will read what he has written in the answer book so as to ensure the correctness of the dictation.  A declaration to this effect should be given by such candidates with thumb impression/signature.
Note:-  The applicant who fails to comply with the instructions (i) and (ii) above will not be considered as a physically  Handicapped candidate. 4
     (b)     Candidates who are unable to make use of their own hands due to any infirmity to hold the answer book or turn the pages for answering the questions are allowed the assistance of a mazdoor subject to the following conditions:-
 (i)   The differently abled  candidate should produce a medical certificate from a Government Medical Officer specifying the nature of physical defect with which he is suffering from and that he is not in a position to hold the answer book and turn the pages and that the assistance of another person is necessary for the above purpose.
 (ii)   He should also indicate in bold letters on  the top of his application that the applicant is a differently abled candidate.
 (iii)   The candidate has to engage an uneducated mazdoor to hold the book and turn the pages at his own cost.
   (iv)  The differently abled candidates will be seated in a separate room under the direct supervision of the Chief Invigilator.  They will be allowed an hour extra time for writing the examination.
Note:      The applicant who fails to comply with the instructions (i) and (ii) above will not be considered as a differently abled person.  
13.    Every application should be sent along with the identification certificate and Postal Receipt by Registered Post / Speed Post superscribed and addressed as follows:-
     
“Application for admission to the Departmental Examinations.”

Note:-  The candidates should send the applications direct to the Commission and not through their office.
      14.  Any candidate who does not behave properly towards the Chief Invigilator / Invigilators of  the Examination Halls / any other inspecting authority or any candidate resorting to malpractice of any kind will have his answer book invalidated. He is also liable to be debarred from appearing again for any of the examinations either permanently or for such term of years as the Commission may decide as fit.  The same penalty will be imposed on any candidate who personally or by letter attempts to canvas or bring influence to bear on an examiner or Member of  the Commission or its staff, in connection with the examination or on whose behalf such attempt is made by any relative,
friend, patron/official or other persons.  The above penalty will be imposed also in case where candidates make an appeal in their answer papersinvoking sympathy of examiners in connection with their result.
      15.  Memorandum of admission (hall tickets) to the examination will be sent to the candidates ten days before thedate of examination.  Candidates who do not receive it seven days before the examination, should apply for it to the Secretary, Tamil Nadu Public Service Commission, Commercial Tax Annexe Building, No.1, Greams Road, Chennai-600 006, along with a recent unused photograph duly signed.  The photograph should be identical to the one already pasted on the application.  Request received in this regard without the required photograph will not be complied with.  On receipt of the memorandum of admission, candidates should verify whether the entries made in it are correct and if not, should return it immediately to the Commission for necessary action.
 Any communication intended for the Commission must be made in writing with the particulars  of
Application Number assigned to him,, the centre chosen by him and the name of the test for which he has applied and the Register Number, if any assigned to him and addressed only to the Secretary.  If a reply is sought, a selfaddressed and sufficiently stamped envelope should be sent so as to comply with his request.
      16.  The result of the December 2011 Departmental Examinations (i.e.) detailed list containing the Register Numbers, Name, Address of the successful candidates, will be published in the Tamil Nadu Public Service Commission Bulletin, dated 7th March 2012 and 16th March 2012.  The copies of TNPSC Bulletin will not be supplied  from the Commission’s Office.  No certificate of success will be issued. The copies of the TNPSC Bulletin can be obtained from the Director of Stationery and Printing, Publication Depot, Anna Salai, Chennai - 600 002, on payment.  The results can also be accessed at the Commission’s website ‘www.tnpsc.gov.in which is periodically updated.

சேர்ந்த ஆசிரியர்கள், நாகை மாவட்டத் தொடக்கக் கல்வி அலுவலகத்தை
முற்றுகையிட்டு திங்கள்கிழமை இரவு போராட்டத்தில் ஈடுபட்டனர்.
தொடக்கக் கல்வித் துறை மூலம் செப். 16, 17, 19 ஆகிய தேதிகளில் பொது
கலந்தாய்வு நடத்தி, ஆசிரியர்களுக்குப் பணியிட மாறுதல் வழங்கப்படும் என
அரசு உத்தரவு வெளியிட்டுள்ளது.
இந்த நிலையில், எவ்வித கலந்தாய்வும் இல்லாமல், வேதாரண்யம் பகுதியைச்
சேர்ந்த 4 ஆசிரியர்களுக்குப் பணியிட மாறுதல் வழங்கி, நாகை மாவட்டத்
தொடக்கக் கல்வி அலுவலர் சா. நிலஒளி திங்கள்கிழமை உத்தரவிட்டார்.
இதற்கான ஆணை தொடர்புடைய ஆசிரியர்களுக்கு திங்கள்கிழமை இரவு அல்லது
செவ்வாய்க்கிழமை வழங்கப்படவிருந்தது.
இதுகுறித்து தகவலறிந்த தமிழ்நாடு தொடக்கப் பள்ளி ஆசிரியர் கூட்டணியின்
நிர்வாகிகள், கலந்தாய்வு இல்லாமல் பணியிட மாறுதல் உத்தரவை யாருக்கும்
வழங்கக் கூடாது என்ற கோரிக்கையை வலியுறுத்தி, திங்கள்கிழமை மாலை மாவட்டத்
தொடக்கக் கல்வி அலுவலரிடம் பேச்சுவார்த்தை மேற்கொண்டனர்.
இதில் உடன்பாடு ஏற்படாததையடுத்து, தொடக்கப் பள்ளி ஆசிரியர் கூட்டணியைச்
சேர்ந்த ஆசிரியர்கள், மாவட்டத் தொடக்கக் கல்வி அலுவலக நுழைவு வாயிலில்
அமர்ந்து முற்றுகைப் போராட்டத்தில் ஈடுபட்டனர்.
தமிழ்நாடு தொடக்கப் பள்ளி ஆசிரியர் கூட்டணியின் நாகை மாவட்டச் செயலாளர்
மு. லட்சுமிநாராயணன், மாநிலத் துணைத் தலைவர் இரா. முத்துக்கிருஷ்ணன்
உள்பட சுமார் 40-க்கும் மேற்பட்டோர் இந்தப் போராட்டத்தில் பங்கேற்றனர்.
இதனால், மாவட்டத் தொடக்கக் கல்வி அலுவலர் மற்றும் அலுவலர்கள்,
அலுவலகத்திலிருந்து வெளியேற முடியாத சூழல் ஏற்பட்டது.
இதுகுறித்துத் தகவலறிந்த நாகை வருவாய்க் கோட்டாட்சியர் வே. மணிகண்டன்,
மாவட்டத் தொடக்கக் கல்வி அலுவலகத்துக்கு வந்து பேச்சுவார்த்தை
நடத்தினார்.
இந்தப் பேச்சுவார்த்தையின் நிறைவில், அரசு அறிவித்த கலந்தாய்வு
நிறைவடையும் முன்பாக எவ்வித பணியிட மாறுதல் உத்தரவும் வழங்கப்படாது என
வருவாய்க் கோட்டாட்சியர் உறுதியளித்தார். இதையடுத்து, இரவு சுமார் 9.30
மணிக்கு போராட்டம் விலக்கிக் கொள்ளப்பட்டது.
